Some newspaper articles have been written about bills that haven't been posted to the lrc.ky.gov website (http://www.lrc.ky.gov/record/15RS/PAS_L.htm) as of Noon on March 29, 2015.

60 more bills have been “enrolled” for the Governor to sign, on top of the 67 new bills already signed into law... and if Beshear doesn't explicitly veto any of the legislation, then it becomes law anyways. So 67 new bills have already been signed into law, and now it seem as though 60 more bills are lined up to become law too.

That means I need to read another 50+ more new bills that Kentucky's media failed to write about. Instead, I'll wait until the Governor signs the bill, and then write about them... in a week or two. I need a break for now. I do expect 100% of them to be signed, so maybe I should start reading them right away.

Ugh.

lrc.ky.gov website:

*hasn't been signed yet (though, if Kentucky's Governor doesn't explicitly vetoes it, then it becomes law)

More bills passed but hasn't been signed by Steve Beshear yet, such as these:

SB82: Child Cancer Research

HB510: The Fraudulent $64 Million Dollar Transfer for Commonwealth and County Attorneys
*an Emergency

$64 million transferred funds from the Public Employee Health Trust Fund to various crap, such as Prosecution assistants for more heroin cases.

HB510 was voted 37-0 in the Senate and 96-3 in the House.
$63.5 million, The Courier-Journal (http://cjky.it/1CwoMMk) reported. A bill amending the state budget authorized the transfer to the "rainy day" fund, where it will ensure the state has money to pay for a few special appropriations made this session. Those appropriations include up to $10 million needed to cover a shortfall in public school funding announced earlier this year, $10 million in 2015-16 to fund the new law to combat heroin abuse and $7.8 million to help cover losses due to declining gas tax revenues to county and city road programs. The action frustrated leaders of public employee groups."Those savings should have been left alone and used to avoid future premium increases and/or benefit reductions," said Brent McKim, president of the Jefferson County Teachers Association. “We are a self-insured fund. ... Money saved in one cycle can affect the plan design and costs in the next.”

“That's the category in which Kentucky is perceived to have no equal, but it's often difficult to prove a quid pro quo. For example, did coal operator Jim Justice's $400,000 in donations to Beshear's causes slow the state's efforts to collect fines for scores of violations at his strip mines? Maybe.” ~Al Cross

Uh... yeah. Definitely.

Geoff Young, the lone Democratic candidate present at the debate, also chimed in to advocate for transparency in the Cabinet for Family Health Services. Last year a circuit judge fined the agency $765,000 for violating open records laws and withholding information about children who have died or nearly died as a result of neglect and child abuse.

“The culture of secrecy has no place in a democratic society,” Young said.

Looking at my predictions from a month ago, I'm pleasantly surprised: http://young4ky.blogspot.com/2015/02/the-10-best-and-7-worst-bills-in.html

I have a strong consistent moral guide, and what I said then is still what I believe now.

Only 2 “best” bills got picked up... my #8 “best” bill introduced, the Dating Domestic Violence bill, and, the #10 “best bill, the busting Anheuser-Busch monopoly up. All of the other 8 “best” bills introduced to Frankfort this year didn't go through tho.

Representative Graham HB 236 March 9 2015

“all 11 ex-Confederate states are right to work states. In the South, right to work has deep racist roots, according to Elizabeth Tandy Shermer, a labor historian and author at Loyola University in Chicago.
The goal of Dixie’s RTW proponents was to help uphold the region’s white supremacist system of Jim Crow segregation, race discrimination and voter suppression, “thereby preserving the agricultural elite’s political and economic power,” she wrote in “Counter-Organizing the Sunbelt: Right-to-Work Campaigns and Anti-Union Conservatism, 1943-1958,” her 2009 Pacific Historical Review article.” ~Hillbilly Report

The two most powerful men in Frankfort, besides the Governor, are the leaders of the House and the Senate.

Republican Robert Stivers of Manchester runs the Senate

Democrat Greg Stumbo of ? Runs the House:

The divided government has actually worked very well this year. Both houses produced a flurry of bills, and many bills were signed and passed. Volume doesn't make a year successful or not, but it does show that much effort was employed in getting things accomplished in 2015.

Freeze the Gas Tax:

Stivers and House Speaker Greg Stumbo, D-Prestonsburg, said they saw no legislative movement to freeze the state's gas tax at its current level in an effort to protect the state's eroding Road Fund. Stivers said he hopes that can be fixed in the two remaining days of the session.

HB 543/LM (BR 1703) - J. Gooch Jr., D. Schamore

AN ACT relating to surface coal mining.

Amend KRS 350.020 to delete provision related to exemptions for local ordinances that regulate surface mining operations.

HB 543 - AMENDMENTS

HCA (1, J. Gooch Jr.) - Grandfather bonds and permits of companies subjected to any coal mining regulations that were adopted prior to 1988 that were in a planning and zoning ordinance.

350.020 Declaration of legislative policy and finding of fact. The General Assembly finds that the Commonwealth is the leading producer of coal and that the production of coal in Kentucky contributes significantly to the nation's energy needs. The General Assembly further finds that unregulated surface coal mining operations cause soil erosion, damage from rolling stones and overburden, landslides, stream pollution, the accumulation of stagnant water and the seepage of contaminated water, increase the likelihood of floods, destroy the value of land for agricultural purposes, destroy aesthetic values, counteract efforts for the conservation of soil, water and other natural resources, destroy or impair the property rights of citizens, create fire hazards, and in general create hazards dangerous to life and property, so as to constitute an imminent and inordinate peril to the welfare of the Commonwealth. The General Assembly further finds that lands that have been subjected to surface coal mining operations and have not been reclaimed and rehabilitated in accordance with modern standards constitute the aforementioned perils to the welfare of the Commonwealth. The General Assembly further finds that there are wide variations in the circumstances and conditions surrounding and arising out of surface coal mining operations due primarily to difference in topographical and geological conditions, and by reason thereof it is necessary, in order to provide the most effective, beneficial and equitable solution to the problem, that a broad discretion be vested in the authority designated to administer and enforce the regulatory provisions enacted by the General Assembly. The General Assembly further finds that governmental responsibility for regulating surface coal mining operations rests with state government and hereby directs the Energy and Environment Cabinet to take all actions necessary to preserve and exercise the Commonwealth's authority, to the exclusion of all other governmental entities except the Commonwealth and agencies thereof and except as provided in KRS Chapter 100, and any county surface mining regulation contained within a zoning ordinance adopted prior to April 1, 1988, in regulating surface coal mining operations. Therefore, it is the purpose of this chapter to provide such regulation and control of surface coal mining operations as to minimize or prevent injurious effects on the people and resources of the Commonwealth. To that end, the cabinet is directed to rigidly enforce this chapter and to adopt whatever administrative regulations are found necessary to accomplish the purpose of this chapter.
